This "promenade" is an exact metaphor for the situation in Palestine -- it is designed to enable Israeli Jews to walk all over Palestinians.

Abstract:

Now, with the approval of the government, the Jewish Quarter Development Company is planning a rooftop promenade that will extend from south to north, linking the Jewish and Muslim quarters.
